Wittman (R-Westmoreland), Glenn Nye (D- Norfolk) and J. Randy Forbes (R- Chesapeake) voted to kill the bill. Rep. Robert C. 'Bobby' Scott (D- Newport News) voted to pass the bill."
At least most locals had the sense to vote against the bill.
